However, its strength is falling short in the face of <\/span><i><span style=\"font-weight: 400;\">brainwashing<\/span><\/i><span style=\"font-weight: 400;\">. These days, online electoral propaganda thwarts the legitimate transfer of power in democratic states. A <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/freedomhouse.org\/report\/election-watch-digital-age\">study<\/a> found that this online meddling impaired a shocking 88% of elections and referendums between June 2018 and May 2020. As the Internet\u2019s reach expands, so does that of online electoral propaganda in a democracy.<\/span><\/p>\n<h5 style=\"text-align: justify;\"><b>Operation Disinformation<\/b><\/h5>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Merriam-Webster <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.merriam-webster.com\/dictionary\/disinformation\">defines<\/a> <\/span><i><span style=\"font-weight: 400;\">disinformation<\/span><\/i><span style=\"font-weight: 400;\"> as <\/span><\/p>\n<blockquote>\n<p style=\"text-align: justify;\"><em><span style=\"font-weight: 400;\">\u201cfalse information deliberately and often covertly spread (as by the planting of rumours) in order to influence public opinion or obscure the truth.\u201d<\/span><\/em><\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In our case, disinformation constitutes any online content knowingly manufactured or manipulated to affect the electoral process. Freedom House posits five essential techniques employed to manipulate online content:<\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-weight: 400;\"> Propagandistic news,<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Fake news,<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Paid commentators,<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Bots, and<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Hijacking of real social media accounts.\u00a0<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Propagandistic and fake news is the Achilles\u2019 heel of any democratic election. Examples are plenty. Fake news in the 2016 US Presidential elections chiefly <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/pubs.aeaweb.org\/doi\/pdfplus\/10.1257\/jep.31.2.211\"><span style=\"font-weight: 400;\">favoured Trump<\/span><\/a><span style=\"font-weight: 400;\"> over Clinton. Brazil\u2019s<\/span><span style=\"font-weight: 400;\"> 2018 and 2022 elections saw the rise of conspiracy theories and WhatsApp disinformation campaigns against Jair Bolsonaro\u2019s primary opponent. Fake news during the <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/muse.jhu.edu\/pub\/1\/article\/713727\/summary\"><span style=\"font-weight: 400;\">2018 Italian election<\/span><\/a><span style=\"font-weight: 400;\"> aided the creation of Western Europe\u2019s first populist government. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">As for India, the 2019 Indian general elections had over 2 million supporters of the Bharatiya Janata Party (BJP) and the Indian National Congress (INC) sharing fake news. <strong>Fabricated news is ubiquitous during elections, but this is not the real problem. The issue is when most consumers find it credible and engage with it<\/strong>. In the 2016 US elections, for instance, fake news stories had more engagement on Facebook than mainstream news from August till the day of the election.\u00a0<\/span><\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" title=\"Infographic: Fake News Is A Real Problem | Statista\" href=\"https:\/\/www.statista.com\/chart\/6795\/fake-news-is-a-real-problem\/\"><img decoding=\"async\" loading=\"lazy\" style=\"width: 100%; height: auto !important; max-width: 960px; -ms-interpolation-mode: bicubic;\" src=\"https:\/\/cdn.statcdn.com\/Infographic\/images\/normal\/6795.jpeg\" alt=\"Infographic: Fake News Is A Real Problem | Statista\" width=\"100%\" height=\"auto\"\/><\/a><\/p>\n<p>According to a Freedom House <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/freedomhouse.org\/sites\/default\/files\/2020-02\/FOTN_2017_Final_compressed.pdf\">report<\/a>, \u201ckeyboard armies\u201d of political parties drive this fake news phenomenon. These armies comprise party-sponsored commentators, bots, and hijacked social media accounts. They manipulate online content inconspicuously. Party-sponsored commentators can be government staff, as in the case of Sudan and Vietnam. Consultancies and firms have previously undertaken the same in countries like Russia and Turkey. As for bots, it results in a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.sydney.edu.au\/news-opinion\/news\/2021\/02\/17\/can-bots-influence-elections-with-the-megaphone-effect.html\">megaphone effect<\/a> when these bot accounts share a candidate\u2019s message online and increase its reach. Bots can have a pronounced impact on elections, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theverge.com\/2016\/10\/27\/13434246\/donald-trump-targeted-dark-facebook-ads-black-voters\">as seen<\/a> in the 2016 US elections, where they discouraged voting by Black Americans.<\/p>\n<h5 style=\"text-align: justify;\"><b>Operation Restriction<\/b><\/h5>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Another key technique to subvert the electoral process is when the government restricts a variety of online content. Blocking access to the Internet or its websites during elections is one such restriction tool that countries employ. Really, African nations appear to have routinely exploited it\u2014in 2021, <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.africanews.com\/2021\/01\/14\/uganda-the-15th-country-in-africa-to-restrict-social-media-due-to-elections-report\/\/\"><span style=\"font-weight: 400;\">Uganda<\/span><\/a><span style=\"font-weight: 400;\"> became the 15th country in the continent since 2015 to censor the net during elections. Internet shutdowns or slowdowns in various parts of the country helped Yoweri Museveni secure a sixth term in the country\u2019s presidential office. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Similarly, elections in <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2018\/7\/28\/cambodia-blocks-17-media-websites-before-vote\"><span style=\"font-weight: 400;\">Cambodia<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.apc.org\/en\/blog\/zimbabwe-2018-general-elections-website-blocked\"><span style=\"font-weight: 400;\">Zimbabwe<\/span><\/a><span style=\"font-weight: 400;\"> in 2018 involved the blocking of decisive websites that shared news and advocacy. In these cases, this blockage hinders the more extensive dissemination of election-related information that can sway voters. In other cases, governments have specifically and openly clamped down on opposition parties and activists that advance anti-government narratives during elections.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Not only do these restrictions undermine the legitimacy and transparency of democratic elections, but they also infringe on the human rights of citizens. When the Internet is curbed, fundamental rights like the right to freedom of speech and expression cannot be advanced, and such a right is most significant during an election. In fact, a <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.osce.org\/files\/f\/documents\/e\/9\/78309.pdf\"><span style=\"font-weight: 400;\">joint declaration<\/span><\/a><span style=\"font-weight: 400;\"> by some of the world\u2019s central organisations (including the UN) has emphasised that <\/span><\/p>\n<blockquote>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">\u201c<em>cutting off access to the Internet, or parts of the Internet, for whole populations or segments of the public (shutting down the Internet) can never be justified\u201d, and such a denial is \u201ca punishment is an extreme measure<\/em>\u201d.<\/span><\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Governments also use <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/freedomhouse.org\/report\/freedom-on-the-net\/2019\/the-crisis-of-social-media\/digital-election-interference\"><span style=\"font-weight: 400;\">legal<\/span><\/a><span style=\"font-weight: 400;\"> tools to lodge electoral propaganda into online discourse. Countries like Turkey and India have arrested social media activists and users for anti-government posts before elections. Again, this hinders people\u2019s right to freely express themselves online. It also encourages the misuse of laws, like the <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.tbsnews.net\/bangladesh\/digital-security-act-succeeds-creating-culture-fear-speakers-567734\"><span style=\"font-weight: 400;\">Digital Security Act<\/span><\/a><span style=\"font-weight: 400;\"> in Bangladesh, to strengthen the government\u2019s hold. Instead of providing rational digital security, governments use such acts to silence their opposition and alter the election procedures.<\/span><\/p>\n<h5 style=\"text-align: justify;\"><b>Conclusion<\/b><\/h5>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">We must note that such digital propaganda builds on traditional means of spreading electoral propaganda \u2013techniques like, say, the bandwagon effect (or persuading people to follow what the \u201cmajority\u201d is thinking) have existed for a long time. What the Internet does is that it exacerbates these. <\/span><span style=\"font-weight: 400;\">For one, online propaganda is scattered. Even when a country blocks the Internet or legally obstructs opposition during elections, propaganda is congregated in one place. In contrast, the novel mix of bots and fake news is one big, chaotic mess that makes it hard to pin down the perpetrator. Additionally, the number of propagandists used to perform it is sizeable, given that it combines people, companies, and bots. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Such a complex network of disinformation travels quickly, can be engaged with by a more significant number of people, and employs tools like microtargeting (targeted online marketing that makes use of a user\u2019s personal data to display tailored content) that are only possible because of the existence of the Internet. These characteristics have collectively made computational propaganda techniques a global phenomenon. Most of us know little about this sophisticated manipulation of our personal data and voting beliefs.
